Alvin Low
President, ACTS International
Dr. Alvin Low graduated as the top student in the Business Department, and was the overall most outstanding graduate from his college in Singapore. He abandoned a lucrative career in the business world to pursue theological training at Dallas Theological Seminary, where he received his Master’s degree in Theology, his Doctor of Theology degree, and was awarded the H.A. Ironside Award for being the Most Outstanding Preacher of the Year in 1982 – the first Asian to receive the award in the history of that seminary. He also completed his second doctorate (Ph.D.) from Trinity Theological Seminary. Dr. Low has over 30 years of preaching and teaching experiences in over 40 countries and is the author of 14 books. He is also the Adjunct Professor for Missions at Dallas Seminary, and the Adjunct Professor for Preaching at Denver Seminary. Dr. Low and his wife Susan have three children – Michelle, Maisie, and Nathan.

Howard Rudolph
Senior Associate
Howard has a tender spot in his heart for orphans since his own mother was orphaned at a very early age (3-4 years) when an accident killed her parents. Howard’s mother died when he was fifteen years old.
Howard attended Philadelphia College of the Bible. He pastored the Greenhill Chapel, and later the Gethsemane Chapel in West Grove, PA.
Howard and his wife Doris have been actively involved in missions. Howard has taken mission trips to Africa, South Korea, Myanmar, Nepal, and China.
Howard and Doris are currently members of New Beginnings Grace Brethren Church, Myerstown, PA.
Phil Shober
Vice President – Digital Media
Phil received his B.A. from the Moody Bible Institute in Chicago and his M.A. from Azusa Pacific University. He has also studied in finance, management, estate planning and Christian stewardship. He brings a background with over 30 years of business, ministry, and management experience. He has also served in cross cultural ministry in Ecuador where he oversaw various ministries including television, evangelism and communication training.
He lives in Colorado Springs, Colorado, with his wife, Jan, who leads Briargate Media, a division of Focus on the Family. Phil has three adult children. Arnie, his oldest son, is an Associate Professor of government at Lawrence University. His daughter Alicia is a web designer and web master with the Navigators and also does video production work. Charles, his youngest is a senior music student at Northern Colorado University.
Dr. John Merwin
Director of International Ministries.
Dr. Merwin received his Bachelor of Divinity and Master of Divinity from Eastern Baptist Theological Seminary, and his Doctorate in Missiology from Fuller Seminary. He has served as a Professor of Christian History at Tokyo Biblical Seminary in Japan, and at Seoul Theological Seminary in Korea for many years. He has also served as Chairman of English Language Department, and Professor of English at Mongolian Technical University, Missions Director & Professor of English Language as a Second Language at Azusa Pacific University (Azusa, California). He has also taught in Hengyang Medical College (Hunan Province, China), and National Institute of Agricultural Planning and Projection (Hanoi & Nha Trang, Vietnam). He has pastored churches from New Jersey to Japan, and spoke Japanese fluently.
Dr. Merwin and his wife “Peg” live in Lake George, Colorado.
